The grounds for the impeachment of Bulgaria President Georgi Parvanov will not reach the Constitutional Court, according to a former Judge of the Court.

According to Dimitar Gochev there is no doubt that there is a political side to the case against Parvanov. He stated that the constitution gives two grounds for removal of a President - high treason and violation of the constitution.

"With regard to treason, there is no clarity in the constitution and clarification should be sought in criminal law," commented Gochev, cited by bTV.

Parvanov not upholding his mandatory role of reporting to the National Assembly is also not a reason for impeachment according to Gochev as there is no set time limit for him to perform his role

Gochev concluded by adding that the President’s refusal to recall the Bulgarian Ambassadors to Turkey and the US over alleged election violations after being requested to by Parliament, was also within his constitutional rights.

Gochev was speaking after The conservative Order, Law and Justice Party (RZS) invited Wednesday its rightist allies in Parliament to begin consultations for the preparation of a project for a new Bulgarian Constitution.

RZS has now joined in with the demands of the nationalist Ataka party, the Democrats for Strong Bulgaria and GERB, the ruling party, in calling for the impeachment of President Parvanov. Together with RZS, the four right-wing parties have a two-thirds, or constitutional, majority of 164 MPs out of 240, which would allow them to push for impeachment of Parvanov.
