Bulgaria's Chief Prosecutor Boris Velchev admitted Tuesday that the combating of organized crime and corruption in the country were a complete failure.

A day before the official release of the monitoring report of the European Commission, which is expected to be devastatingly critical of Bulgaria, Velchev pointed out that in his view a new special institution should be set up to handle these issues.

"One of the reasons for this failure is the fact that we tried to combat the organized crime problems with the forces of the prosecution offices and the Interior Ministry", the Chief Prosecutor said adding that these were not enough and that all state resources had to be employed in that effort, which was exactly what the EC would recommend.

"It is obvious that in order to succeed we need to set up a new unit with experts from all sectors, not only from the Interior and the prosecution. It must be subordinate to the Chief Prosecutor, and work in total secrecy including from the media, in order to restrict the information leakages", Velchev explained his idea.

In his words, officials from the Interior, prosecution, the State National Security Agency DANS, the Customs Administration, and other institutions had to cooperate in order to find the best formula for the new structure.

He pointed out the details around the new unit could be figured out over the summer, and the project could be launched in the fall.

"Unfortunately the way we have done it, the structures that we have been using and the relations within them, and all the publicity have not led to any good results. Apparently, we need a different approach, and it is specifically indicated in the Report of the European Commission", Velchev argued.
