Bulgarian Deputy Prime Minister Tomislav Donchev has presented changes to public procurement legislation aimed at streamlining the process and transposing EU rules into domestic law.
Donchev, alongside other representatives of the government and of Parliament, participated Monday in the fourth round table on modernization of public procurement organized by the Bulgarian Construction Chamber.
He made clear that one of the measures that was being discussed was aimed at shortening the procedure used for awarding a public procurement contract, the idea being to open the price offer first, instead of the current practice of opening the technical bid first.
Donchev, as cited by money.bg, noted that under the existing regime it often took over a month to review the technical bids before the price offers were opened.
The measure is expected to make the lowest price as a decisive criterion.
Bulgaria’s Deputy Prime Minister pointed out that the other legislative changes would be related to the launch of electronic public procurement.
He informed that Bulgaria had to transpose EU public procurement directives into domestic law by the spring of 2016, adding that it could be accomplished a few months earlier.
Donchev explained that the package of public procurement measures was also aimed at typifying the requirements and the necessary documents for the different types of public procurement.
Environment Minister Ivelina Vasileva, who also took part in the event, said that the legislative changes, including the ones aimed at a typification of contracts, would reduce the number of appeals lodged at courts and at the Commission for Protection of Competition.
Vasileva suggested that the time it took to award a public procurement contract would be reduced by 6-7 months as a result of the lack of appeals.
To illustrate her point, she informed that several public procurement deals under operational program Environment had been delayed by over 2 years due to ongoing judicial procedures.
