Bulgaria's National State Security Agency (DANS) has announced its decision to sue the conservative party “Order, Law and Justice” (RZS) over defamation.
The agency has announced its decision to approach the Prosecution's Office with respect to the RZS statement on Sunday that DANS has been dismissing qualified employees and hiring politicians' and magistrates' relatives as agents instead.
DANS has announced it will also approach the Parliament's chair, Tsetska Tsacheva, with respect to the behavior of the MPs from RZS and will encourage all personally affected by the statement employees to seek their right in court.
“The realization of the personnel police in DANS is happening in compliance with the intra-laws and regulations,” agency experts said.
The experts have also added that there is a strictly built system for recruitment and employees' career development in the agency. They have also stated that according to an implemented mechanism in DANS, employees, including the chair of the agency, are not allowed to make decisions by themselves.
“The career development of the employees is based on their competence, qualification, experience, personal qualities and personal contribution for achievement of the agency's goals,” DANS said,
The agency has also claimed that declarations for existing hierarchy connections among the employees have not been submitted in the “Human Resources” department. These declarations have to be submitted by the agents on recruitment in DANS or within 7 days of the occurrence of such connections,
The Security Directorate and the Inspectorate have performed checks within the National State Security Agency but have found no discrepancies between the submitted declaration and the real situation in the agency. They have also not found any hierarchy dependencies among the employees.
The Parliamentary Committee for control over DANS and the Bulgarian court have also checked the agency for the financial situation and the recruitment in the agency.
According to the results from the audit by the Parliamentary Committee for control over DANS, the rules for recruitment and career development within the agency have been followed and there have been no possibility for subjectivity during the recruitment process.
The financial audit by the Bulgarian court for the period April 1, 2008 – December 31, 2008 have also established that the agency's actions have been in compliance with the Bulgarian law.
