Authorities in Bulgaria report a significant escalation in efforts to combat election-related violations, with 183 individuals detained in connection with crimes against electoral rights, according to the Coordination Council overseeing the vote. At the same time, over 1,000 alerts have been submitted, pointing to a sharp rise in reported irregularities compared to previous elections.

The Ministry of Interior confirmed that a total of 1,042 signals have been received so far, a substantial increase from 179 recorded during the same pre-election period in 2024. Alongside this, pre-trial proceedings have been launched, while police have carried out 167 specialized operations, slightly exceeding last year’s figure. Officials underline that preventive and investigative actions remain ongoing as the election approaches.

Security measures around the voting process are also being intensified. Printed ballots have begun to be distributed to regional administrations, with transportation already underway from Pleven to several northern districts, including Ruse, Silistra and Dobrich, under police supervision.

In parallel, a new mechanism has been introduced to monitor video surveillance during the electoral process. Additionally, for the first time, authorities will check whether mobile phones are transmitting signals during the counting of ballots and the completion of official protocols, in an effort to limit potential manipulation.

Concerns have also been raised regarding access to voting for students. According to election rules, they must present certified student identification in order to vote, but the growing use of electronic student IDs has created practical challenges. Institutions have been advised to adapt their procedures so that students are not prevented from exercising their right to vote.

Meanwhile, the Ministry of Foreign Affairs has finalized the processing of applications from citizens wishing to vote abroad. Voter lists have already been published, and preparations are underway to release an interactive map showing the locations of polling stations outside the country.
