719,000 Bulgarians are uninsured by the end of 2017, according to BGNES. An analysis of non-health insured persons in Bulgaria by the Risk Management Directorate with the National Revenue Agency was prepared as early as 2014. In 2017, a full assessment of the current characteristics and the effect of treatment of the analyzed risk - "Non-declaration and non-payment of health contributions of the obliged persons in Bulgaria " was carried out. According to this assessment, Bulgarian citizens who are subject to compulsory health insurance in the country but are not insured by the end of 2017 are approximately 719 thousand.

This is stated by Health Minister Kiril Ananiev in response to a question asked by BSP MP Lalo Kirilov about the number of health-insured persons. In order to determine the actual number of uninsured Bulgarian citizens, it should be taken into account that according to the Health Insurance Act, all non-citizens of the country and Bulgarian citizens who have double citizenship through other countries and they live permanently on the territory of the Republic of Bulgaria have to be insured. 

This means that Bulgarian citizens who are citizens of another country (with dual citizenship, one of which is Bulgarian) and who reside abroad for more than 183 days in the calendar year are not subject to compulsory health insurance. Also, persons under the rules for the coordination of social security systems are not necessarily insured with the National Health Insurance Fund (NHIF) who are subject to health insurance in another Member State. These are generally persons residing and / or working in other EU countries, including their family members, the health minister said.

The number of non-insured persons who are subject to compulsory health insurance in the country is defined as the number of Bulgarian citizens with permanent address registration on the territory of the Republic of Bulgaria, according to the data of the Directorate General "Civil Registration and Administrative Services" - 8,387,000 persons.
