Bulgaria’s Euro 2012 qualifying fixtures will be decided by a random draw after the nations in Group G failed to agree on acceptable dates.
At a near five-hour meeting England, Wales, Bulgaria, Montenegro and Switzerland failed to reach an agreement.
“We were close to achieving the most important principles of our strategy for the program. We had done a deal to play England on October 8, 2010 in Sofia. England and Wales however firmly declined to play in June 2011, and to agree on 2 legs one after the other in September. This made it impossible for everyone to reach a program that we are all happy with,” Bulgarian Football Union President Borislav Mihaylov stated.
The Football Association of Wales confirmed: "All sides needed to be in agreement and this did not happen."
European football's governing body Uefa will make the draw in Israel next week.
The English Football Association is understood to be disappointed at the outcome but must now wait for the random draw to be made at the Uefa Congress in Tel Aviv.
There are 14 places available alongside the co-hosts Poland and Ukraine for the tournament which runs from 8 June to 1 July, 2012.
