A man is holding security officers as hostages at the Estonian Ministry of Defense building in Tallinn, report local news sources, after shots were heard there Thursday afternoon.
Earlier, an explosion and three separate shots been heard in at the Ministry of Defense, and the building has been surrounded by police.
Sources are reporting that there is at least one person wounded. The attacker is believed to be a former Estonian military officer.
