Having been extremely localized in self rule for centuries, (even within the Ottoman realm) Bulgaria was subjected to Western style overwhelmingly dominant government (Communism - a Western creation) for decades, which served to enforce the mentality of distrust and disinterest for national laws and institutions - a perfect brew for the corruption we bitch about as a matter of national sport these days ..

Every Bulgarian who bitches about corruption, would take advantage of it, if opportunity arises, myself included.
