United States marines have begun pulling out of Baghdad and are being replaced by what is being called a 'stabilisation force', ABC reported.
A US military spokesman says the marines have orders to be out of the city within three days.
Their replacement is a 30,000 strong taskforce from the US fourth infantry division, which is charged with mopping up elements of resistance as well as securing water and power supplies.
The withdrawal came as Iraqi police arrested Saddam Hussein's Finance Minister.
One of the 55 most wanted members of Saddam Hussein's regime, Hikmat al-Azzawi was captured by Iraqi police.
The former Finance Minister has been handed over to United States forces for questioning.
