David Cameron's will push for statutory reports on the impact of migration on the British labour market in a bid to deal with a looming Tory rebellion.
Dozens of Tory MPs are said to be backing a so-called rebel amendment to the UK Immigration Bill, which would reimpose restrictions and ban Romanian and Bulgarian migrants until 2019.
Such has been Downing Street's concern about the Tory rebellion that the bill was given a "short break" over Christmas, in the hope that political tensions would die down once early fears of a mass population movement subsided.
Ministers are working to control the rebellion by offering to support a separate amendment that would require the Home Office to conduct statutory reports on the impact of migration on the British labour market.
Meanwhile, Cameron told the BBC's Today program on Monday that his government would get net migration down to "responsible levels" by the end of the parliament, a subtle shift in language on the issue.
