Hundreds of State servants have been appointed in recent years on high, mid and low level positions in the Bulgarian ministries without having the necessary skills.

"About 60 employees were appointed in blatant breaches of the law in the Ministry of Justice," Zinaida Zlatanova, Deputy Prime Minister and Minister of Justice, said during a press conference after the meeting of the Council of Ministers, cited by the news agency "Focus."

The statement came in response to a question on whether a revision of the appointments in the last year is taking place.

"The caretaker Minister reported 86 cases since some of these State servants were appointed two or three times on different positions," Zlatanova said.

She stated that these people were appointed without meeting the relevant requirements. When asked whether such servants will be fired, Zlatanova responded positively.

She pointed out that she has announced job competitions that will be held absolutely transparently and according to the Civil Servants Law.

1 595 officials have been appointed in all the structures of the Ministry of Agriculture and Food in the last 4 years. 265 of them have been assigned to the Ministry itself and only one person has been appointed after a job competition.

Agriculture Minister Prof. Dimitar Grekov said that there were 677 labor contracts for over BGN 3 M and business trips for more than BGN 5 M.

"In the Ministry of Education many people were appointed without job competitions in breach of the law. There are also many people employed part-time as part-time jobs don't require competitions," Education Minister Aneliya Klisarova said.

There are no dismissed people from either of the two ministries yet.

Klisarova will focus on the "European Funds and European Projects" Department. Only 4 people were working there at the beginning and now, after 8 years of appointments, their number has reached 90.
