The Syrian government has presented its deepest regrets to Turkey for a stray shell that fell onto Turkish territory, causing the deaths of 5 Turkish civilians.

This was revealed Thursday by Turkish deputy-PM Besir Atalay, who said that Syria has accepted responsibility and is asking for an excuse.

"Syrian leaders have assured us that such an incident is not to be repeated," said Atalay.

The Turkish vice-PM spoke at a press conference right after Parliament gave the Turkish cabinet a mandate to intervene in Syria if it deems it necessary.

Atalay commented on the decision by the Meclis, saying it does not constitute a mandate for war, and is expected to have a deterring effect.
