`A new rehabilitation programme for the Bulgarian State Railways will be launched by this year`s end`, Transport Minister Plamen Petrov announced on Thursday. A new management concept will be developed for the troubled state-owned railways. The major reason for the poor financial status of the railways is the reduced volume of transport. Currently the ministry is discussing ways for changing the structure and technology of management in order to achieve accelerated financial recovery. The rehabilitation plan for the railways will be changed due to the state`s commitments, especially as it concerns the overall restructuring connected with Bulgaria`s aspirations for EU membership.
