Bulgaria's Supreme Judicial Council (VSS) failed to elect a Sofia Appellate Prosecutor at its Thursday session.
The candidates for the post were Ventsislav Andreev, Prosecutor at the Sofia City Prosecutor's Office and Slavcho Nenkov who works at the Sofia Appellate Prosecutor's Office.
Vicho Vichev current holder of the office withdrew his bid for a second term in office after it was revealled that he was under investigation for document fraud.
Most of the ballots cast on Thursday proved invalid, Andreev drew four votes, and Nenkov got six.
Administrative heads of units of the judiciary are elected through a secret ballot after a November 18 decision of the Constitutional Court (KS) revoked provisions of the Judiciary Act envisaging an open ballot for chairs of regional, district and appellate courts.
Thursday's session of VSS involved no substantive discussion of the candidates, with Chief Prosecutor Boris Velchev defining the applications as "unpersuasive" and "even more unpersuasive".
