Bulgarian PM Boyko Borisov stated Bulgaria could support under certain conditions proposals by Germany and France for stricter penalties for slack budget discipline on the part of member states as he arrived for the EU summit in Brussels.
The Bulgarian PM said that the proposal is "very revolutionary" and needs to be carefully considered.
He nevertheless stated Bulgaria is could support it if there are strict and clear conditions for the application of the new penalties and if member states will be given an adequate time to comply with requirements after an initial warning.
He also expressed concern that the new measures might be more eagerly applied against smaller EU-members, saying: "Let's be frank - who's going to penalize France or Germany? They'd punish countries such as Bulgaria, Romania, Poland or the Czech Republic, so we must be very cautious."
The proposal brokered between German Chancellor Angela Merkel and French President Nicholas Sarkozy has polarized the EU, especially as it involves the need to amend the Lisbon Treaty just a year after it entered into force.
