Bulgaria holds the last 27th position in the EU in terms of its capabilities for participating in civilian missions under the European Security and Defense Policy.

This is the conclusion of a report of the European Council on Foreign Affairs, which is to be presented Monday in Sofia by Vassela Tcherneva, the head of the ECFA Office in Sofia.

Tcherneva told the BNR that the report was very critical of the EU as a whole, and was devastatingly critical for Bulgaria.

In her words, unlike states such as the UK and the Netherlands, Bulgaria has never had a system for training staff for civilian missions abroad, and the country had to come up with a systematic approach for that.
