A human mistake was among the reasons for the Cypriot cruise ship's sinking, Greece's Merchant Marine Minister Manolis Kefaloyiannis announced Tuesday after a meeting with the Prime Minister Konstandinos Karamanlis.
"The authorities are now putting all the efforts in minimizing the ecological damages on the environment and finding the missing tourists", the minister added.
Rescue teams are still searching for two French citizens - a 45-year-old man and his 16-year-old daughter, who disappeared after the wreck.
The ship Sea Diamond, owned by Cypriot cruise liner and hotel operator Louis Plc, started to list after hitting a rock as it attempted to enter the port of Santorini.
Greek air force and navy helicopters, cruise ships, a ferry and local craft from Santorini assisted in the successful and orderly evacuation of most of the passengers.
The survivors, 12 Bulgarians among them, were transferred by ship to the Greek mainland port of Piraeus.
