With thrills and emotions linked to presidential elections 2006 being over, life has quickly come back to its normal pace - probably too quickly. On the day when the central electoral body confirmed the polls victory for leftist President Georgi Parvanov, the government trumpeted its OK for the Russian bid to build up the second nuclear power plant of Bulgaria, at Belene. And even hastier said the contract with Atomstroyexport will probably be signed within a month. After years of lingering with the political un-plug of the stalled plant construction and almost a year since the two bids were submitted, on day-after-election Sofia showed impatience to go through the formalities and wrap up the deal. Cost figures of some EUR 5-6 B are already in the air, but the energy policy players have not dropped a word about any sources of financing. At the same time, deadlines for first unit commissioning were voiced with almost 100% assurance - by six years. The only real thing, however, over the next ten years is that Bulgaria's energy policy will be put between Russia's hammer and the EU's anvil, without any clear benefits for the Bulgarian economy.
