Libya hopes to restart diplomatic relations with the West and gain lucrative oil contracts blocked by US sanctions as well as garner other economic benefits by abolishing weapons of mass destruction. Under the surprise disarmament agreement by Libyan leader Moammar Gadhafi, Tripoli will open its nuclear activities to spot inspections by the UN watchdog agency. Libya believes that decision will return the country to the good graces of the international community. Later in the day Libyan Prime Minister Shukri Mohammed Ghanim said on BBC radio that his country is ready to sign a protocol allowing surprise UN inspections of its nuclear sites.
