British Prime Minister Tony Blair arrives in Washington Thursday for a visit set to spotlight President George W. Bush's own problems with allegedly inflated pre-war intelligence about Iraq. A prominent US public opinion survey shows that Blair is more popular in the United States than Bush. Still both men are suffering from the failure of US and British troops to find conclusive evidence of Iraqi weapons of mass destruction or ties to Osama bin Laden's al-Qaeda network, two crucial justifications for the war.
