The President of the European Council Donald Tusk has said that there will be “no legal vacuum” following the UK’s decision to leave the EU and the bloc is “prepared also for this negative scenario”.
“Until the United Kingdom formally leaves the European Union, EU law will continue to apply to and within the UK. And by this I mean rights and obligations,” Tusk said in a statement on Friday.
Tusk acknowledged that there was no way of predicting all the political consequences of the outcome of Thursday's referendum “especially for the UK”.
“It is a historic moment but for sure not a moment for hysterical reactions,” he said.
Tusk also said that he had spoken to the head of state and government of EU member states as well as the heads of EU institutions about the possibility of Brexit.
“Today, on behalf of the twenty seven leaders I can say that we are determined to keep our unity as twenty seven,” Tusk said.
He also said that he had proposed to the EU leaders to hold an informal meeting of the 27 Member States to discuss the details of further proceedings in the wake of UK’s decicion to exit the Union.
