Reports have emerged of a significant cybersecurity breach within the British Ministry of Defense, casting a spotlight on the vulnerability of critical government systems
Bulgaria's Ministry of Interior has spent BGN 83 M in excess of its official budget for 2010, according to a report by the National Audit Office quoted by the Wednesday issue of daily Sega.
While most other budget-dependent state institutions have managed to save a total of BGN 53.8 M from the money for salaries in the state budget for 2010, the Ministry of Interior, along with the Ministry of Defense and the State Agency for National Security have overstepped their limits.
The Interior Ministry however takes the decisive lead, with BGN 74.5 M out of the BGN 77.8 M total of excessive money spent on salaries for all such institutions.
Together with additional expenses made, the total budget consumed by the Ministry of Interior for last year has been BGN 1.39 B.
According to Sega, the National Audit Office report also shows that amounts given for service contracts and other special indemnities by the above institutions have also markedly grown.
Special compensation of civil servants at those institutions, together with the hiring of experts for ad hoc services, has cost BGN 368 M , with just BGN 195 M stipulated in the state budget.
For 2010 and 2011, the Ministry of Interior has been the most well-funded budget-dependent institution in Bulgaria, in a bid by PM Boyko Borisov and vice-PM and Minister of Interior Tsvetan Tsvetanov to ensure security and combat organized crime.
Police trade unions notwithstanding have complained of inadequate working conditions and a lack of transparency in spending the institution's funds.
At the same time, the Bulgarian PM and cabinet ministers have consistently argued that the economic slowdown in the country mandates spending cuts for areas such as education, research, healthcare and the retirement system.
