Bulgaria's Justice Minister Miglena Tacheva and the Chief Prosecutor Boris Velchev pronounced themselves Tuesday for the adoption of new Penal Procedure Code.

Tacheva and Velchev as well as the Deputy Minister of Interior Rumen Andreev and a number of Members of Parliament took part in a round table on justice and interior issues organized by the Konrad Adenauer Foundation.

The Chief Prosecutor insisted that the Parliament should adopt first a guiding concept for the new Penal Procedure Code.

Velchev also stressed it was high time that the light and grave crimes be differentiated the way the European Commission had recommended. Unless this happened, the judicial system would be blocked up, and that it would not be able to handle the large number of cases.

In his words, one preliminary investigator was currently dealing with about 300-400, which was a monstrous amount of work. He pointed that no person was capable of doing a high-quality work on such a large number of crimes in one year.

Velchev also announced that because of this issue in 2007 the prosecution had to terminate 274 000 cases because they had become void by prescription.

The Justice Minister Tacheva emphasized in turn that one of the main problems was to find the right place for the investigation units. In this respect, Velchev noted that Bulgaria had to accept Brussels's reproach for having increased the powers of the investigation units.
