Kiril Petkov on his Citizenship: I Do Not Feel Any Guilt
I feel no moral guilt towards anyone. This was stated by Kiril Petkov, answering a question whether he would apologize to the Bulgarian people for violating the Constitution.
The state will fight the stray dogs breeding through a national program because of the lack of substantial results from the current municipal programs.
The new program was approved at today's government meeting.
It provides for the counting of stray dogs in Bulgaria by municipalities. The animals will be captured and transported to a veterinary ambulatory where they will be neutered, marked, vaccinated and dewormed, and a passport issued to them. The dogs will then be returned to the place where they are caught.
It is also planned to organize information campaigns to make people aware of the problem of controlling the stray dogs population.
According to the government's decision, municipalities should adopt programs for the implementation of the National Program and Action Plan under the Animal Protection Act.
