Bulgaria: The Government did not Meet 69% of their Pledges on Judicial Reform

69% of the political pledges in the Justice sector for the period 2010-2017 remain unfulfilled. This shows the analysis of the Center for Legislative Assessments and Legislative Initiatives, presented by the Bulgarian Industrial Association.

"Political forces, as a whole, do not understand the problems of the judiciary, which explains the incipient failure of political programs in their judicial reform," the document said.

The analysis of the political platforms of the ruling parliamentary majorities on the development of judicial reform over the period 2010-2017 shows that out of a total of 156 envisaged measures in the Justice sector, only 11 are fulfilled. These are exactly 7% of all the measures envisaged. Some of them are partially implemented (10 measures), while 69% (108 measures) are not implemented. For 18 of the measures (12%), researchers did not find any data for implementation.

"This shows the lack of a long-term and medium-term vision for system reform," said Nikolay Dimitrov, chairman of the Center for Legislative Assessments.

He commented that the pro-election promises of the ruling parties are often "declarative and too general".

"They do not set specific targets, nor do they provide the way to achieve them," Dimitrov said. According to him, it is necessary to involve civil society and organizations more widely in the process of adoption, respectively - implementation of programs and measures.
