At its regular meeting on Wednesday, the Bulgarian government adopted a national strategy for cybersecurity entitled “Cyber sustainable Bulgaria 2020”.
The vision for the development of Bulgaria's cybersecurity until 2020 is divided into three stages – overcoming main vulnerabilities in critical for state and society communication and information systems, reaching mature state of cyber sustainability (including against unknown attacks) and leading and innovative role in several contemporary aspects.
The strategy foresees the establishment of Council on cyber sustainability as permanent consultative body under the authority of the Council of Ministers.
The council will have main guiding and strategic functions which will be related to devising and representing Bulgaria's stance on issues of cybersecurity before international institutions and organisations.
The council will monitor the trends and development of cyber threats and risks as well as required capabilities and methods for countering them.
It will also outline priorities for developing human, technological, infrastructure, financial, organisational and doctrinal components.
If the need arises, the council will table proposals for decisions to the Council of Minister's Security Council.
The council will also prepare periodical reports to the Security Council and Council of Ministers on the state of security in cyber space, the development of risks and assessment of the level of maturity and cyber sustainability achieved.
The body will also monitor the implementation of projects under the action plan and roadmap of the strategy.
The strategy foresees identifying national coordinator for cybersecurity to the Council of Ministers who will monitor the implementation of the action plan on cybersecurity and will carry out other related tasks.
A model for the functioning of national system on cybersecurity lies in the basis of the strategy.
It will provide continuous monitoring of the state of national cybersecurity (situational awareness) in all managerial and functional segments of the state, economy and society.
