The European monitoring of the work of the Bulgarian prosecutor's office, which was scheduled to formally begin on Monday, has been postponed for several weeks.
Four prosecutors from the UK, Germany, the Netherlands and Spain were expected to arrive in Bulgaria on Monday and stay until the end of the week in order to conduct independent analysis of the prosecution.
According to Bulgaria's justice ministry, their arrival has been postponed due to ongoing work on the technical task at expert level.
The foreign magistrates were meant to start interviews with representatives of different organisations and review the normative framework of the Bulgarian prosecution.
The task of the experts is to gather opinions for the structural and functional model of the prosecution – hierarchy, specialised structures, integrity, transparency and caseload.
The mission has to carry out assessment impact of the amendments to the Judiciary Act and the draft amendments to the Criminal Procedure Code and the Penal Code as well as the new anti-corruption legislation. Experts have also to review the work of the prosecution on several lawsuits.
Since a large part of the technical specification is still to be clarified, the partners from the European Commission decided to postpone the mission for several weeks.
Meanwhile, the regular expert mission of the Cooperation and Verification Mechanism (CVM) headed by European Commission Deputy Secretary-General Paraskevi Michou began on Monday.
Meetings with representatives of all institutions related to the mechanism on are scheduled to take place on Monday and Tuesday.
The decision for European monitoring of the Bulgarian prosecution was taken after the latest CVM report issued in January.
Bulgaria requested the monitoring, which is expected to last six months and to be completed by the end of the year. The comments of the foreign experts are expected to play decisive role when devising the next CVM report.
