The public procurement procedure for the reconstruction of the Winter Sports Palace in the Bulgarian capital was cancelled again.

The renovation of the sports hall in Sofia was among one of the tenders ordered for cancellation by Bulgarian Prime Minister Boyko Borisov last week.

The BGN 35 M tender was terminated on Friday just days before the expiration of the deadline set for submitting offers by potential candidates.

The state firm Akademika 2011, which had announced the tender, cancelled it after it had refused to provide documents on the energy efficiency inspection of the hall.

A potential candidate asked Akademika 2011 to provide the documents of the inspection conducted in 2013.

Akademika 2011 refused to provide the documents as it was not obliged to do so and as the information was not needed in making the offers.

After the order of Borisov, the firm established that the acting Public Procurement Act requires technical specifications and investment projects to be featured in documents.

In this way, Akademika 2011 hampered the potential participants in preparing the offers.

The unofficial version is that the tender was terminated as one of the potential candidates was a firm linked to controversial MP and media mogul Delyan Peevski.

Last week, Borisov ordered the cancellation of a set of public tenders, including the construction of lots 1 and 2 of Hemus motorway.

Among the official reasons for the termination of the tenders were the lack of EU funds and the need for greater transparency in selecting the contractors.

The unofficial version is that many of the contractors selected were firms linked to Peevski.
