European Council President Donald Tusk noted on Thursday the lack of consensus between the EU member states on the proposed introduction of mandatory quotas for migrants.

Tusk announced this ahead of the European Council summit, which is taking place on Thursday and Friday in Brussels.

He expressed no doubt that the process of building a new European consensus on migration will be a lengthy one.

Tusk reaffirmed the priority of the EU in this matter as being to contain illegal migration and stated that illegitimate asylum-seekers will have no guarantee that they will stay in Europe.

In his words, the voluntary scheme, which has been proposed by other member states, should not be an excuse for doing nothing and precise pledges had to be made by the end of July at the latest.

The proposed mandatory quotas foresaw the relocation and resettlement of migrants from Italy and Greece to other EU countries, so that all member states share the burden of the refugee influx equally.
