The European Commission issued a reasoned opinion on Wednesday asking four member states, including Bulgaria, to ensure the mandatory exchange of information, which is required under the EU document security legislation and the integration of biometric features in residence permits.

The Commission established that three years after the deadline, which had expired on 20 May 2012, Bulgaria has not yet established a Single Point of Contact.

The single point of contact is required to ensure a smooth implementation of security features' standards and communication between the member states.

Such points of contact are mandatory and should allow for the exchange of information needed to access the fingerprint images, which are stored on the chip of documents such as passports and residence permits.

Bulgarian authorities will have two months in order to implement the measures required by the Commission.

In case Bulgaria fails to fulfill the criteria, the Commission can decide to bring the case before the EU Court of Justice.
