The government has adopted a draft agreement between Bulgaria and the US on exchange of Passenger Name Record (PNR) data.

The agreement is to be signed and subsequently ratified, according to the press office of Bulgaria’s Council of Ministers.

The project presents an opportunity for the prevention, detection, investigation or prosecution of terrorist offences or serious transnational crime and facilitates legitimate travel between Bulgaria and the US.

The competent authorities in charge of the application of the agreement in Bulgaria will be the Interior Ministry and the State Agency for National Security (DANS), according to the government’s press office.

The agreement will meet the requirements of the Agreement between the European Union and the United States on the processing and transfer of passenger name record (PNR) data signed in Brussels in 2011.

The foreign ministers of the EU Member States called for strengthening border control due to the increased risk of terror attacks in the EU after the attacks in France and Belgium at the beginning of 2015.

EU leaders also called on the European Parliament to adopt the Passenger Name Record (PNR) proposal concerning the creation of a system for sharing personal data of suspicious travelers.

The EP blocked the PNR proposal over fears that it would violate the right to personal privacy and contradict EU law.
