Deputy Prime Minister Meglena Kuneva has recommended examining the legislative framework regulating businesses in Bulgaria.

In a Sunday interview for the Bulgarian National Radio, Kuneva explained that the authorities had to analyze not only authorization regulations but also laws on property, cadastre, land-consolidation etc, in order to get the economy moving.

She said that it was imperative to separate necessary from unnecessary regulations.

Kuneva also insisted that the adoption of legal amendments had to be accompanied by assessments of their impact on business, the social environment, nature, etc.

Bulgaria’s Deputy Prime Minister pointed out that all analyses in the sphere of business development cited the same priority tasks, namely the administrative environment, e-government, and judicial reform, adding that this provided the authorities with some sort of an action plan.

She said that changes to regulatory regimes were underway all over Europe, stressing that even the European Commission was giving up on some legal initiatives in order to focus on the top 10 priorities.

Kuneva explained that over-regulation was unproductive, especially in times of crisis, as it placed a burden on the business sector.

“Unfortunately, Europe remains in a state of stagnation, if not crisis, with insufficient economic growth. It is my impression that in the coming months, not to say years, talks will be focused on the economy,” she declared.

She cited judicial reform and adopting amendments to the Election Code as essential steps to be taken in 2015.

Kuneva argued that clearing dead voters from the rolls and establishing clear-cut rules for overseas voting were key goals as regards changes to election laws.

Kuneva, who is in charge of the work of Bulgaria’s army and police, specified that a meeting would be held on Monday between the ministers of Defense, Interior, and Regional Development, as well as other representatives of the government, to discuss border protection and coping with the refugee influx.

She was adamant that army could not be tasked with guarding the border and specified that she expected the migration pressure on Bulgaria to increase in March.

She said that the topic of refugees would continue to be a problem on a European and a global scale, adding that Bulgaria had to build capacity for coping with it as a top priority for 2015.
