Bulgaria: Key Auditor of EU Funds Leaves Office Photo by BGNES

The head of the Executive Agency on Audit of European Union Funds Dobrinka Mihaylova has left her position two weeks ago.

Mihaylova, chief executive of the agency, had been in charge of the key state institution on EU funds since August 2009.

Officially, Mihaylova's resignation is related to the expiration of her mandate. The Finance Minister in the caretaker Bliznashki government, Rumen Porozhanov, had suggested to Mihaylova to stay in office until the appointment of her successor.

However Mihaylova got to know that following a competition her position would be granted to a person close to the new Deputy PM on EU funds Tomislav Donchev and the new Finance Minister Vladislav Goranov, BGNES news service reports.

Lyudmila Rangelova has been appointed as interim acting head of the executive agency. Prior to that Rangelova has spent 5 years in Mihaylova's team.

The Executive Agency on Audit of European Union Funds is an independent body under the Finance Ministry, which has as its main function the management and control of the EU funds.

It is almost certain that the European Commission is not going to approve of the sudden resignation of Mihaylova, BGNES believes.

Sources from the Finance Ministry comment that among the reasons for the refusal of the new government to continue working with the leading national auditor is Mihaylova's knowledge on the mistakes conducted by the Ministers in the first Borisov Cabinet (2009-2013), as well as the malpractices of mayors from GERB, the party returning to power.

Mihaylova was also fully aware of the irregularities due to which the European Commission suspended funding under Operational Programme Environment a year ago, and under Operational Programme Regional Development six months ago.
