Ekaterina Zaharieva, Bulgaria’s caretaker Deputy Prime Minister and Minister for Regional Development and Investment Planning, has underscored the need to introduce a road toll system.

Zaharieva told journalists Thursday that a road toll system would guarantee adequate levy rates for the vehicles inflicting the highest degree of road damage, including as trucks and heavy machines.

“This is a mandatory prerequisite for ensuring better roads which does not lead to an increase in the price of vignette stickers for consumers,” she stated, as cited by Bulgarian daily 24 Hours.

Zaharieva’s comments came on the heels of a report of the World Bank indicating that Bulgaria needed to invest billions in order to preserve the current condition of roads in the country.

In her Thursday statement, Bulgaria’s Deputy Prime Minister drew attention to the fact that the introduction road toll system had been postponed for many years, adding that he previous government had cancelled its development.

She claimed that the countries which had adopted road toll systems had reported a 2-3-fold increase in revenues and a diminished risk of counterfeit vignette stickers.

Zaharieva suggested that it was impossible to sign public-private partnership deals in the sphere of roads without a road toll system.

She also declared that it was imperative to ensure that receipts from vignette stickers went to the repair and rehabilitation of roads and not to the construction of new road infrastructure.
