Bulgaria’s National Health Insurance Fund Seeks Budget Update by BGN 100 M
Bulgaria’s National Health Insurance Fund (NHIF) will request a budget update by BGN 100 M, according to Kiril Ananiev, Chair of the Supervisory Board of the NHIF and caretaker Deputy Finance Minister.
Ananiev, as cited by the Bulgarian Telegraph Agency, announced Thursday that the request would be submitted with the Health Minister by the end of the day.
The NHIF budget is to be revised for a second time in 2014 after an increase by BGN 225 M in August during the term in office of the socialist-led government of Prime Minister Plamen Oresharski.
Ananiev underscored that the new budget update would not involve transfers from the state budget to the NHIF.
He specified that the money would be provided from the amounts available on the account of the NHIF by January 1, 2014, adding that the sum was a remainder from the allocation for the overall activity of the NHIF in 2013.
The Chair of the NHIF Supervisory Board made clear that the resources provided through the upcoming budget update were to be used as follows: BGN 50 M for hospital care, BGN 25 M for home therapy pharmaceuticals, BGN 15 M for treatment of oncologic diseases and BGN 10 M for medical devices.
Ananiev also said that revenues from health insurance contributions were expected to exceed the target, the forecast amounting to BGN 75 M.
He informed that the NHIF Supervisory Board had adopted a decision to set up a special unit tasked with analyzing the costs of the institution.
Ananiev, as cited by the Bulgarian National Radio, added that there had been no vote yet on a proposal to impose a moratorium on the inclusion of new pharmaceuticals or therapies in the Positive Drug List.
