Bulgarian Interior Ministry Chief Secretary, the ministry's top-ranking cadre, will be appointed by the Council of Ministers upon a proposal by the Interior Minister.

The decision introducing changes to the present system, under which the President was in charge of the appointment of the Chief Secretary, was among the set of amendments to the Interior Ministry Bill approved by Bulgarian lawmakers on Thursday, as Dariknews.bg reported. The Interior Minister will also be responsible for choosing a Deputy Chief Secretary, with candidates to both top offices being required to have at least seven years of professional experience within security or police services, one-third of that time on management positions.

Other legal changes, which the opposition earlier declared controversial, were adopted with the approval of the Act, including some improving working conditions in the ministry.

The lawmakers' vote follows green light given to the bill by a parliamentary committee on Wednesday.

Cabinet officials believe the new measures will satisfy most demands that have been placed by police unions.

Opposition MPs say legal changes will bring chaos into the Interior Ministry's systems, and some non-governmental organizations believe part of its articles could incite abuses by police.
