The European Commission's monitoring report on Bulgaria, issued on Wednesday, covers for the first time a one-year period in which three governments have succeeded and is not an assessment of any one of them, a spokesman said.

“The European Commission felt that it was important to have this longer time frame,” Mark Gray, a spokesman for the European Commission, said at a press conference in Brussels on Wednesday.

“We will not get into a categorization into this particular government, we will not characterize on two or three specific words.”

“We are confident that the current Bulgarian government will take this report seriously,” he added.

The European Commission's latest monitoring report on Bulgaria covers for the first time a one-year period in which three governments have succeeded.

Normally the reports on the country's progress under the Cooperation and Verification Mechanism (CVM) cover a 6-month period.

This has prompted experts to say that Bulgarian authorities are more relaxed about this report since the political responsibility will be split among key political players.

The cabinet of Boyko Borisov and his center-right government stepped down amid mass protests  in February last year.

Following weeks without a government, on March 13 Bulgaria's President Rosen Plevneliev announced a caretaker cabinet.

The administration was headed by a diplomat, Marin Raikov, who organized early elections.

Elections were not held for three months, after which in May vote Borisov emerged with a narrow lead.

However opposition parties refused to share power with him and eventually patched together their own coalition, installing a minority government led by Plamen Oresharski.
