Bulgaria: Bulgarian Political Parties to Make Spending Public Valeri Dimitrov, Chair of the National Audit Office, photo by BGNES

Bulgaria's National Audit Office plans to submit a
proposal for changes to the Political Parties Act under which
expenses of political formations will become public.

Speaking at a press conference on Tuesday, Valeri
Dimitrov, Chair of the National Audit Office, made clear that the
measure could be applied by providing spending data in public
registers kept on the websites of the political parties.

"The existing law does not allow for transparency
of parties' expenses and the oversight we exercise is impeded as a
result," Dimitrov noted, adding that although revenues of political
parties were public, spending was obscure.

Dimitrov, as cited by investor.bg, added that the audit of political parties related to their
participation in early elections in May 2013 would soon be wrapped up.

He explained that the National Audit Office acquainted politicians with its
findings but it was not authorized to disclose spending data.

The Chair of the National Audit Office informed that political parties used the accounting model of small and medium-sized enterprises which was an inappropriate for the purpose and fogged up the spending reports.

Several days ago, Dimitrov announced the decision of
the National Audit Office to introduce changes to the Political
Parties Act, insisting that parties had to publish all
expenses exceeding BGN 100.
