Bulgaria: Bulgarian Trade Union Demands Non-Taxable Monthly Income of BGN 340 CITUB Chair Plamen Dimitrov, photo by BGNES

The Confederation of Independent Trade Unions in Bulgaria (CITUB) has called for increases in the minimum wage, public sector salaries, and the social security burden.

The list of measures requested by CITUB is to be handed to Prime Minister Plamen Oresharski on Monday, according to reports of dnevnik.bg.

The package drafted by the CITUB includes measures concerning five spheres: wages; labor market; economic; tax and budget policy; social security; improving legislation.

The CITUB demands that the minimum wage increase to BGN 340 from January 1, 2014 and the sum be declared non-taxable income.

The measure will cost the budget around BGN 650 M for the year, but it will increase net monthly work-related incomes of most workers by BGN 30-34, the CITUB insists.

The CITUB insists that salaries in the sector of activities funded from the state budget must increase by at least 10%.

The trade union also calls for an increase by 14% in the sector of secondary education, an increase by 20% in emergency medical services and blood transfusion centers, and an increase by 20% in the Employment Agency and the Social Assistance Agency, dance and music companies, museums, galleries, libraries and community centers.

The CITUB argues that the maximum insurable earnings must be capped at BGN 2500, and rent receivers must pay health insurance premiums at their expense.

The CITUB also proposes the introduction of a tax on financial transactions, stressing that budget receipts were expected to increase by BGN 150-200 M, adding that the dividend tax is to increase from 5% to 10%.

The program of the CITUB also envisages increasing pension insurance installments and unemployment insurance installments by 1 percentage point, adding that the Pensions Fund and the Unemployment Fund were expected to receive an additional BGN 190 M each.

The trade union also insists that the evasion of social security contributions must be penalized by imprisonment, adding that the measure should fetch BGN 200 M.
