Increasing the minimum monthly wage to BGN 450 (from BGN 310) by the end of the term of the Socialist-endorsed government and introducing family income tax are two of the key points in the program of the current Bulgarian Cabinet.

The program was presented by Prime Minister, Plamen Oresharski, before representatives of the National Council of the left-wing Bulgarian Socialist Party, BSP, held on Friday.

It also includes plans to leave subsidize employment mainly in the private sector.

The government is firm it will stop the gradual increase of retirement age and years of service introduced by their predecessors and implement more flexible requirements for those who are short of up to 2 years of service in order to retire. It further wants to reinstate the so-called Swiss rule for the indexation of pensions and have a permanent 1/10 ratio between the minimum insurable earnings and the maximum ones, making the latter BGN 3 100.

The government pledges to revise each year the amount of compensations for raising a child under the age of 2 and improve requirements for granting some types of family assistance such as assistance for mothers who are enrolled in college.

It further wants to increase the monthly assistance for disabled children to reach 70% of the minimum monthly wage and to increase assistance for heating and the amount of the guaranteed minimum income.

In the healthcare sector, the Cabinet Oresharski plans to reinstate having a doctor in every school, day care center and nursery; more assistance for State and municipal hospitals in small and remote towns and villages; to lower the consumer tax for retirees to BGN 1, and to improve Emergency Care.

Education will be directed towards adequate response to the needs of the labor market.

The government will work on new legislation for high school and pre-school education in order to reduce the school dropout rate to 11%, for professional education, and for generating a new list of professions under State protection.

The Cabinet also wants to develop a program for financial education of consumers and to establish mediation committees for out-of-court solutions for disputes related to bank services, energy sector services, electronic communications, passenger transport, and work for a general improvement of consumer protection.

It also commits to make assessments of the impact of all changes and new legislation, and to alleviate the administrative red tape.

Meanwhile, thousands in Sofia are taking to the streets for the 43rd evening in a row with demands the Cabinet resigns immediately.
