The former Cabinet of the Citizens for European Development of Bulgaria party, GERB, owes to municipalities BGN 280 M, while the National Revenue Agency, NRA, has a BGN 360 M debt in unreimbursed VAT.

The data has been obtained by the BGNES news agency under the Access to Public Information Act.

Despite calls and pledges to pay the businesses on time as the delays clog the economy, by the end of February 2013, the reimbursed Value Added Tax, VAT, has amounted to BGN 367 M paid to 3 721 individuals and companies.

The Finance Ministry has refused to give the names of the companies whose VAT repayment has been delayed.

By the end of February, Bulgarian ministries owed a total of BGN 108. 5 M, compared to BGN 102 M at the end of January, 2013 and to BGN 111 M at the end of 2012.

The Ministry of Defense has the highest debt – BGN 66.2 M, mostly attributed to the military plant VMZ Sopot.

The Interior Ministry had a debt of BGN 18 M by the end of February; the Justice Ministry – BGN 4 M; the Transport Ministry – BGN 325 000; the Education Ministry – BGN 141 900; the Economy and Energy Ministry – BGN 277 000; the Regional Ministry – BGN 3.4 M; the Labor Ministry – 2.2 M; the Culture Ministry – BGN 333 200; the Foreign Affairs Ministry – BGN 2.5 M, and the Agriculture Ministry – BGN 860 000.

Bulgarian colleges and universities owe BGN 2.4 M, the Bulgarian Academy of Sciences, BAS – BGN 17 000; the Council of Ministries – BGN 1.4 M, the government "Air Force 1" squadron – BGN 79 600; the Bulgarian National Television, BNT – BGN 2 M, and Supreme Judicial Council, VSS – BGN 11 M.
