Pleven Faces Water Shutdowns as Authorities Probe Management Missteps

A number of French media are commenting on what they see as a disproportionately low fine levied by a Bulgarian court against the disturbing of bats during the shooting of "Expendables 2".
The spectacular cave is known to be one of Europe's greatest winter refuge of bats.
Environmentalists, who filed the court claim, have argued that as a result of the fall 2010 shooting, more than 24,000 hibernating bats have left the cave, with an excessive number of deaths recorded.
The fine against the inspectorate, is said to be in the range of EUR 250-5,000, report French news websites.
Public.fr comments that the "Expendables 2" team, featuring among others Sylvester Stallone, have found a low-cost site in Devetashka Cave, and that the court ruling lets offenders away all too lightly.
