A large number of beaches on the Bulgarian Black Sea coast will remain without lifeguards in September because of a legislation loophole.

The problem lies with the legislation stipulating the responsibilities of beach concessionaires, the Cross agency reported Sunday.

Legal experts indicate that the Lifeguard Ordinance of the Bulgarian government states that all beach concessionaires are obliged to provide lifeguards for their concessions up until September 30.

However, another government ordinance about the categorization of the beaches lacks this requirement leaving it up to the individual concessionaires to decide whether to employ lifeguards until the very end of the summer season.

Even though the Bulgarian tourism industry is now relying on the "extension" of the summer season into September and even early October in order to attract more holidaymakers, should the legal loophole in question result in unsafe beaches, this can produce plenty of "bad publicity" internationally, and may cost dozens of lives, experts warn.
