Bulgaria will need to treble the pace of EU funds absorption to prevent losses of millions of euro next year.

In 2013, Bulgaria will have to certify expenses of BGN 6.76 B, or twice the amount for 2012, according to a publication of Sega daily.

Information provided by the press office of EU Funds Minister Tomislav Donchev concerning the minimal annual EU funds absorption thresholds for 2012 and 2013 shows that Bulgaria will have to achieve a four-fold increase in the absorption pace under certain operational programs.

In 2013, Bulgaria will have to certify that it absorbed the equivalent of the annual budgets for 2010 and 2011.

If the country fails to incur the scheduled expenses, it will lose the funds promised by the EU.

Apart from fast-tracking the absorption of EU money, in 2013 Bulgaria will also have to negotiate the operational programs for the multi-annual budget for the 2014-2020 period.

The biggest obstacles are expected in the implementation of the Environment Operational Program, which is the most problematic one at the moment.

Donchev's team of experts predicts that Bulgaria will be able to certify expenses of EUR 163 M under the Environment OP in 2012.

In 2013, however, the Environment Ministry will have to have to certify expenses of EUR 667.7 M before Brussels or else lose the unabsorbed portion of the money.

In 2013, experts at the Ministry of Regional Development and Public Works will have to perform twice better than the 2012 target.

In 2013, Bulgaria will have to certify expenses of EUR 716 M under the Regional Development Operational Program, compared to a target of EUR 300 M for 2012.

Bulgaria's Ministry of Social Policy and Labor will face a target of EUR 229 M for 2012 and EUR 530 M for 2013, considering the serious lags in the implementation of projects under the Human Resources Operational Program.

Bulgaria will also have to certify expenses of EUR 400 M for 2012 and EUR 608.7 M for 2013 under the Competitiveness Operational Program.

The targets under the Transport Operational Program are EUR 573 M for 2012 and EUR 836 M for 2013.
