The right-wing Union of Democratic Forces (UDF) has proposed a lustration draft bill and constitutional amendments that will prevent the possibility of it being overturned by the Constitutional Court (KS).
The draft legislation envisaging a temporary introduction of restrictions about jobs in the state and municipal administration was presented Wednesday by UDF MP Lachezar Toshev.
Under the project, collaborators of the former communist regime's secret service, the State Security (DS), and repressive bodies, will not be able to hold leading posts in the state and municipal administration for a period of 10 years.
The restrictions are to affect all full-time and part-time collaborators of the former DS and the intelligence service of the Bulgarian People's Army.
They will also not be able to hold top posts at the Supreme Judicial Council (VSS), the Ministries of Interior and Defense, the National Intelligence Service, the Bulgarian National Bank (BNB), the Ombudsman's Office, and the governing bodies of the national power utility NEK and the Bulgarian Energy Holding (BEH).
"The restrictions will also apply for jobs in the governing bodies of majority state-owned companies," Toshev pointed out.
UDF Chair Martin Dimitrov made clear that the right-wing formation would start consultations with the other political parties about initiating a constitutional amendment.
He explained the step with the fact that the Bulgarian Constitutional Court (KS) had already declared all bills envisaging lustration measures (lustration - limiting the participation of former communists, and especially informants of the communist secret police in the civil service) unconstitutional.
The UDF Chair further called on the center-right GERB government to withdraw the draft bill envisaging amendments to the State Fund for Guaranteeing the Stability of the State Pension System Act.
Citing the newly released critical statement of the European Central Bank (ECB) on the matter, the rightist leader insisted that the draft bill had to be withdrawn in its entirety or at least seriously reworked before being tabled for discussion in Parliament.
