Angel Marin was "illegal" as Vice President during the second term of Bulgaria's President, Georgi Parvanov, who left office five days ago.
Parvanov failed to issue a decree authorizing the mandate of the Vice President from 2007 to 2012, reported "Monitor" daily.
Thus Marin's decrees subsequently can be challenged in Court as invalid and in violation of the Constitution.
Article 104 of Bulgaria's Constitution mandates that the President issues a decree, assigning certain powers to his deputy, which must be done for every term in office.
This requirement has been adhered to from 1991 to 2007 by Bulgarian Heads of State. Immediately after winning his first term in office, in 2002, Parvanov has issued such decree making all actions of Marin for the first term valid, but failed to do so for the second term.
Thus all of Marin's decisions to grant Bulgarian citizenship and amnesty can be revoked as anti-Constitutional. It was recently reported that he had pardoned during the two terms in office 533 criminals, including murderers.
