Bulgarian Police Officer Wins Court Case against Boss

A Bulgarian police officer active in the trade unions won a case against the Regional Police Directorate head who moved him to another unit in order to intimidate him.

Inspector Borislav Maznev was ordered to transfer from the police office in second-largest Bulgarian city Plovdiv to nearby town of Parvomay, officially due to his high professional merits, which were needed by his colleagues in Parvomay.

The move by Plovdiv Regional Police Directorate head Todor Chonov however came right after Maznev gave a TV interview in which he criticized Ministry of Interior senior personnel for not engaging in adequate dialogue with employees and spending the institution's budget  in a manner that lacks transparency.

According to Maznev, his boss Chonov summoned him right after the interview and told him he will be moved to the less attractive position as an "edification" for like-minded free-speaking coworkers.

The inspector brought the case to the Administrative Court in Plovdiv and won it, which the Ministry of Interior appealed.

The Bulgarian Supreme Administrative Court has now given a decision of last instance confirming the verdict in favor of Maznev.

The police officer expressed extreme satisfaction at the events and said he will send a report to Bulgarian Chief Prosecutor Boris Velchev to launch a check against Chonov for a possibly committing a crime of service.

According to Bulgarian law, only the Minister of Interior has the right to move police officers to another work place.

Maznev said that he will also inform the European Police Union about the case.
