There was an arrest warrant issued for the mentally ill Bulgarian who decapitated a British woman at random in Tenerife last Friday.

The arrest warrant was issued by Spanish police authorities just three days before the horrifying accident in Arona, in which he beheaded 60-year old Jennifer Mills-Westley, it was revealed Monday.

Deyan Valentinov Deyanov, 28, was investigated over an attack on a security guard, whom he smashed in the face with a rock. The Bulgarian had been released on bail and was supposed to check in regularly with the court while he was waiting for a psychiatric assessment. He is a paranoid schizophrenic.

However, he repeatedly failed to show to court, which resulted in the issuing the arrest warrant.

"This person was well known to police and had been involved in many altercations," the mayor of Arona, Jose Albert Gonzalez Reveron, commented, as cited by The Daily Mail. "I don't dare to talk about police negligence, but everyone would like him to have been detained earlier. He should have been in a psychiatric hospital."

On Monday, CCTV emerged showing Deyanov minutes before the gruesome murder. He is shown in a store asking to buy a knife "this big" and explaining that he was about to kill a person, which the shopkeeper refuses.

Also on Monday, it was discovered the killer has a profile in a Bulgarian online dating and social networking site.
