The European Commission has proposed that EUR 13. 5 M from the 2010 EU budget surplus be returned to Bulgaria, it was announced Thursday.

A total of EUR 4.5 B will be returned to the 27 member states if the Commission's proposaql is accepted.

The 2010 surplus is record high and several times larger than that of the last couple of year, Alain Lamassoure, chair of the EP Committee of Budgets, has pointed out.

"The surplus is too big and speaks of bad planning in these harsh times. A more rational decision would be for this money to be used for additional programs within the EU instead of being returned to the countries. I expect this to be Bulgaria's official position in the Council of EU," Ivaylo Kalfin, Bulgarian MEP and vice-chair of the Budgets Commission, commented.
